can my employer legally reject my spouse health insurance if he has coverage available if mine is better?

My husband will cover during the 90 days until he is eligible for coverage for your new employer. His plan is outside of the State and has many doctors and dentists in network as my plan. My plan offer dental and vision with physicians already use. Do they really deny coverage?
